National Bridge Funding Reform Act

This legislative proposal aims to restructure federal transportation funding by eliminating the Carbon Reduction Program and the Promoting Resilient Operations for Transformative, Efficient, and Cost-Saving Transportation (PROTECT) Program . In their place, it establishes a new National Bridge Program , dedicating the freed-up funding to bridge infrastructure. The primary purpose of this new program is to provide support for the replacement, rehabilitation, preservation, protection, and construction of bridges, both on and, at a state's discretion, off Federal-aid highways. Funds for the National Bridge Program would be apportioned to states using a new formula. Seventy-five percent of the funding would be distributed based on a state's proportion of the total deck area of Federal-aid highway bridges nationwide. The remaining twenty-five percent would be allocated based on the proportion of a state's total deck area of Federal-aid highway bridges classified as being in poor condition , utilizing data from the National Bridge Inventory as of December 31, 2024.
