The Puerto Rico Water Infrastructure Resilience Act requires the Secretary of the Army , acting through the Corps of Engineers, to conduct a comprehensive assessment of the water and wastewater infrastructure modernization needs of Puerto Rico. This assessment must be completed within 180 days of the Act's enactment, in consultation with the Puerto Rico Aqueduct and Sewer Authority and other relevant agencies. Upon completion, the Secretary must submit a detailed report to Congress . This report will describe the current condition and vulnerabilities of the infrastructure, the status of ongoing and planned projects under the Water Resources Development Act of 1992, and specific modernization needs to enhance resilience against natural disasters , droughts, and system failures. Furthermore, it will include recommendations for improving coordination among federal and local agencies to accelerate project delivery.
