This bill amends the Public Works and Economic Development Act of 1965 to broaden the scope of projects eligible for federal grants. Specifically, it adds new criteria for grant eligibility under Section 201(c), allowing funding for projects that facilitate the relocation, to the United States, of a source of employment located outside the United States and those that facilitate the growth of the manufacturing sector . The legislation also modifies provisions for planning grants, administrative expenses, training, research, technical assistance, and economic adjustment grants to explicitly include activities supporting job relocation to the U.S. and manufacturing growth. This encompasses planning for such projects, assessing and establishing business clusters, and other related activities. The overall intent is to incentivize companies to bring jobs and manufacturing operations back to the United States, thereby strengthening the domestic economy and creating employment opportunities.
