The "Green Tape Elimination Act of 2025" proposes to exempt certain hazardous fuel reduction activities on federal land from various environmental requirements for a 10-year period. Specifically, these activities would not be considered a major federal action under the National Environmental Policy Act and would be exempt from provisions of the Endangered Species Act , National Historic Preservation Act , Migratory Bird Treaty Act , and Migratory Bird Conservation Act . Furthermore, the bill amends the Clean Air Act to direct the Environmental Protection Agency Administrator to exclude air quality monitoring data directly resulting from these activities when assessing compliance with national ambient air quality standards. This exclusion applies if the Administrator determines the activity significantly impacts air quality.
