This legislation directs the Secretary of the Interior to undertake a comprehensive feasibility study for a proposed rural water supply project. The primary goal of this project is to significantly expand the capacity and reach of the existing Lewis and Clark Regional Water System, thereby enhancing municipal, rural, and industrial water supply across parts of Iowa, Minnesota, and South Dakota. The Secretary is required to coordinate closely with the non-Federal project entity, the Lewis and Clark Regional Water System, Inc., throughout this process. Upon the study's completion, the Secretary must develop a detailed feasibility report, which will include a recommendation on whether the project should be authorized for construction. This report will also specify the appropriate non-Federal share of construction costs , which must be at least 25 percent and determined by the entity's financial capability. The Secretary must consult with various authorities, submit the report to Congress, and make it publicly available, with the Federal share for the feasibility study itself capped at 50 percent and $10,000,000 authorized for appropriations.
