This bill establishes a new process for reviewing and updating federal regulations. It mandates that the Director of the Office of Management and Budget (OMB), in consultation with the National Institute of Standards and Technology (NIST), annually implement a review of the Code of Federal Regulations using an artificial intelligence system . The AI system's primary function is to identify regulations that are either redundant —duplicating or overlapping with existing rules—or outdated —superseded by more recent legislation or technological advancements. This system must meet strict NIST standards for accuracy, transparency, accountability, and national security risk, with its performance and the overall process subject to annual review and revision. Upon identification by the AI, the responsible agency must review the flagged regulation and make a final determination within 30 days. If confirmed as redundant, the agency is required to rescind it; if outdated, the agency must amend or rescind it, both within 30 days. These actions for rescission or amendment are significantly expedited by waiving certain requirements of the Administrative Procedure Act, streamlining the process for removing or updating identified regulations, with agencies required to publicly publish their determinations and explanations.
