This bill seeks to implement equal protection under the 14th Amendment for the right to life of every born and preborn human person. It declares that the constitutional right to life is vested in each human being, asserting Congress's authority under Article I, Section 8 and Section 5 of the 14th Amendment to make such a declaration. For the purposes of this Act, "human person" and "human being" are defined to include every member of the species homo sapiens at all stages of life, specifically from the moment of fertilization , cloning, or other inception. Crucially, the legislation specifies that nothing in its provisions should be construed to authorize the prosecution of any woman for the death of her unborn child. Additionally, the term "State" is broadened to include the District of Columbia, Puerto Rico, and other U.S. territories or possessions.
