This report will assess the national security risks posed by foreign adversary-controlled applications that have the capability to attack or undermine critical infrastructure. Key considerations for the report include the extent of high-wattage IoT device deployment, specific risks to the electric grid, and potential impacts such as frequency imbalances and cascading failures. Furthermore, the report must include concrete recommendations for mitigation measures to address any identified national security risks. These recommendations may encompass applying existing executive orders to IoT devices, restricting federal procurement of consumer products with foreign adversary-controlled applications, or establishing certification and labeling requirements for high-wattage IoT devices. The bill also codifies Executive Order 13873, thereby reinforcing efforts to secure the information and communications technology and services supply chain against manipulation by foreign adversaries.
