The Jobs Now Act of 2025 proposes a new two-year pilot program under the Workforce Innovation and Opportunity Act. This program would authorize the Secretary to award competitive grants to units of general local government and community-based organizations . The primary goal of these grants is to help retain employees who provide public services and face layoffs due to budget cuts, requiring at least 50 percent of funds for this purpose. Remaining funds can be used to employ or train individuals for new public service positions, or for private sector services through community-based organizations. The program prioritizes retaining, employing, or training veterans , individuals with disabilities, those receiving unemployment benefits, and dislocated workers . Grant awards will also prioritize local governments and organizations in areas experiencing high rates of unemployment, foreclosure, and poverty. A total of $1 billion is authorized for appropriations across fiscal years 2026 and 2027, and the Secretary is required to report on the program's outcomes and best practices to Congress.
