This bill, known as the Housing Choice Voucher Fairness Act of 2025 , amends the United States Housing Act of 1937 to address the portability of tenant-based housing assistance. It establishes a new requirement for housing agencies providing tenant-based assistance, such as Housing Choice Vouchers. Specifically, if a family receiving assistance moves to a dwelling unit located outside the original agency's service area, that agency must continue providing assistance to the family. This obligation holds true unless the cost of providing rental assistance for the new dwelling unit is more than 10 percent greater than the cost incurred when the family resided in the original agency's area. This provision aims to improve housing mobility for voucher recipients and applies to assistance provided on or after January 1, 2026.
