This legislation mandates the Secretary of Veterans Affairs to actively inform veterans of their rights concerning health care, benefits, and services provided by the Department. It establishes a comprehensive set of rights, including access to VA or authorized community providers , the right to be treated with respect and dignity , and the right to informed consent for their care. Veterans are also guaranteed the right to comprehensive information about eligible benefits, the ability to apply for benefits with clear explanations, and the right to seek care without fear of retaliation. Further rights include privacy , grievance redress for complaints, transparent communication on claims and appeals, and the ability to appeal adverse decisions with fair hearings. To ensure these rights are upheld, the Secretary must integrate them into all VA policies, employee training, and public-facing materials, including prominent display at facilities and on the VA website. The bill also requires a dedicated instruction module within the Transition Assistance Program (TAP), accessibility via the VA mobile app and eBenefits portal, and mandates that VA medical facilities designate patient advocates to conduct annual audits of compliance and grievance resolution, with claim acknowledgments including a summary of these rights.
