This bill establishes a new requirement for Federal civilian career employees and applicants: passing a citizenship test . New individuals seeking competitive service or career appointee positions would be ineligible for employment if they fail this test. Furthermore, all existing career employees would be required to take the full citizenship test within one year of the bill's enactment as a condition of their continued employment. Beyond the initial requirement, career employees would also face annual testing , consisting of 20 randomly selected questions from the full citizenship test. Failure on an annual test would necessitate taking the full test again, with a passing grade of 90 percent required; failure to pass this re-test could lead to disciplinary action, up to and including removal . The Office of Personnel Management, in consultation with U.S. Citizenship and Immigration Services, would be responsible for administering these tests, providing study materials, and reporting annually to Congress on compliance and results.
