This bill aims to prevent individuals with a final conviction for a crime of violence from Federal employment. Specifically, it makes such individuals ineligible to accept or hold any position in the civil service. If an individual is already employed in a civil service position when their conviction becomes final, they must be removed from that position. Furthermore, the legislation prohibits the Federal Government from entering into contracts with these covered individuals or with any entity in which a covered individual holds a covered position , such as an officer, director, or controlling owner. Agencies must also include clauses in contracts that prohibit covered individuals from working on them. A waiver may be granted by the Director of the Office of Management and Budget if the prohibition would impose a unique or undue burden on the Federal Government, and the Federal Acquisition Regulation must be revised to implement these provisions.
