This bill directs the United States Postal Service to issue a Manatee Semipostal Stamp . The issuance and sale of this stamp will adhere to the provisions outlined in section 416 of title 39, United States Code, and its associated regulations. All funds generated from the sale of the Manatee Semipostal Stamp are to be transferred to the United States Fish and Wildlife Service . These proceeds are specifically earmarked for the critical purpose of conserving manatees and their habitat within the United States. The stamp will be available to the public for a minimum period of two years, commencing no later than 12 months after the bill's enactment.
