The Speaker of the House and the President pro tempore of the Senate are tasked with arranging the presentation of the medal, which the Secretary of the Treasury will design and strike. The Secretary is also authorized to produce and sell bronze duplicates of the medal. All associated costs and proceeds will be managed through the United States Mint Public Enterprise Fund, with the medals designated as national and numismatic items.
