This Act mandates the Secretary of the Treasury to instruct the United States Executive Director at the International Monetary Fund (IMF) to advocate for increased transparency from the People's Republic of China regarding its exchange rate policies. The advocacy specifically targets enhanced multilateral and bilateral surveillance by the IMF of China's exchange rate arrangements, including any indirect foreign exchange market interventions through Chinese financial institutions or state-owned enterprises. Furthermore, the bill directs the US Executive Director to push for the inclusion of any significant divergences by China from the exchange rate policies of other major currency issuers during Article IV consultations. It also requires stronger consideration of China's performance as a responsible stakeholder in the international monetary system when evaluating quota and voting shares during IMF governance reviews. The Act includes a sunset provision, stipulating that it will cease to be effective 30 days after the earlier of two conditions: either the US Governor of the IMF reports China's substantial compliance with IMF obligations and consistent exchange rate policies, or seven years after the Act's enactment.
