Trusted Importer and Competitive Manufacturing Act of 2025

The "Trusted Importer and Competitive Manufacturing Act of 2025" directs the Secretary of Commerce to establish a certification program for "Trusted Importers" within 180 days. To qualify, importers must demonstrate compliance with applicable trade and customs laws, robust supply chain security and internal controls, financial solvency, and a commitment to promoting U.S. manufacturing competitiveness. Upon certification, these importers will receive a general import license , valid for 10 years and renewable, which grants them access to reduced or waived tariffs on specific articles. The President, in coordination with the Secretary of Commerce and the U.S. Trade Representative, will determine which articles qualify for tariff reductions or waivers, prioritizing the strengthening of the U.S. economy. These decisions will consider the competitiveness of United States manufacturers , the protection of domestic supply chains, and the promotion of new market access for U.S. goods. However, certain tariffs, such as those from countervailing or antidumping duties, or those imposed before January 1, 2025, are exempt from reduction. Licenses can be revoked for non-compliance, submitting false information, or engaging in conduct undermining the program's integrity, and entities deemed "Prohibited Foreign Entities" are ineligible.
