The "Ensuring Children Receive Support Act" requires the Secretary of State to revoke United States passports for individuals certified by the Secretary of Health and Human Services as owing more than $2,500 in child support arrearages. This legislation amends Section 452(k) of the Social Security Act, changing the discretionary authority to "revoke, restrict, or limit" passports to a mandatory "revoke" action upon such certification. Furthermore, the bill stipulates that individuals must be notified of the intent to revoke their passport before the action is taken. A crucial exception is included for individuals who are abroad and require an emergency return to the United States; in such cases, the Department of State is authorized to issue a temporary, limited-duration passport solely for their return journey home.
