This bill mandates the establishment of a Federal multi-agency task force within 30 days of its enactment, aimed at combating the illegal importation, distribution, and sale of e-cigarettes. The primary objective of this task force is to develop and implement a comprehensive strategy to significantly reduce the presence of unauthorized e-cigarettes in the market. The task force will be co-chaired by the Attorney General and the Secretary of Health and Human Services , and its membership will include representatives from key federal agencies such as the Food and Drug Administration, Department of Justice, U.S. Customs and Border Protection, and the Federal Trade Commission, among others. These agencies will coordinate efforts, share information, and set goals to achieve the task force's mission. To ensure accountability and transparency, the task force is required to meet at least every 30 days and submit semiannual reports to appropriate congressional committees. These reports will detail the authorities and actions taken by each agency, including investigations, prosecutions, and seizures against illicit e-cigarette manufacturers, importers, and distributors. Furthermore, the reports will include recommendations for additional criminal or civil authorities needed to address the public health threat posed by illegal e-cigarettes and identify areas for improved interagency collaboration. The task force is set to terminate 10 years after its establishment.
Referred to the Committee on Energy and Commerce, and in addition to the Committee on the Judiciary, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
