The "Vaccine Transportation Access Act" establishes a grant program administered by the Secretary of Health and Human Services. This program authorizes the Secretary to award grants to qualified community organizations to finance projects that remove transportation barriers to accessing eligible vaccines . These grants specifically target individuals from low-income communities, minority communities, or other areas where transportation significantly impedes healthcare access, allowing funds to be used for prescheduled, on-demand, or first and last mile transportation services. Grant recipients are required to submit performance reports, and the Secretary must provide annual summaries to Congress on the program's effectiveness. Furthermore, the bill amends the Social Security Act to increase the Federal Medical Assistance Percentage (FMAP) to 100% for non-emergency transportation benefits. This enhanced FMAP applies to transportation costs incurred for providing eligible vaccines to individuals covered by Medicaid, thereby strengthening support for vaccine accessibility for vulnerable populations.
