This legislation mandates that the Environmental Protection Agency (EPA) develop and publish a publicly available geospatial mapping tool , to be known as the "Environmental Justice Screening Tool," within one year of enactment. The primary purpose of this tool is to accurately identify communities that are disproportionately burdened by various factors, using specific thresholds for census tracts. The EPA Administrator must determine these thresholds across several categories, including environmental factors like air quality and proximity to hazards, climate change factors such as natural disaster frequency, and human health factors like rates of asthma or diabetes. It also considers economic factors like poverty and unemployment, and social factors including racial demographics and educational attainment. The Administrator will solicit feedback from various stakeholders on these thresholds and categories. Annually, the EPA must review and update the tool's data and submit a report to Congress detailing any changes and newly identified or removed disproportionately burdened census tracts. Furthermore, within one year of the tool's publication, all federal departments and agencies are directed to adopt this tool to identify such communities and prioritize funding or other resources to benefit them.
