This bill, titled the VA Medical Center Facility Transparency Act , aims to enhance transparency and accountability within the Department of Veterans Affairs (VA) medical centers. It mandates that VA medical center directors provide comprehensive annual and quarterly fact sheets to the Secretary, Congress, and the public. These fact sheets will include crucial data on veteran treatment statistics, appointment numbers, common illnesses, and veteran satisfaction levels, alongside descriptions of facility achievements and areas needing remediation. A key provision of the bill requires the VA to ensure that when a covered veteran contacts the Department by telephone to schedule an appointment, the scheduling process is completed during that initial call, regardless of the appointment's future date. This aims to streamline the appointment booking experience for enrolled veterans. Additionally, the legislation imposes new regulations on the temporary reassignment, or "detailing," of medical center directors to other VA positions. Under these new rules, the Secretary of Veterans Affairs must notify Congress within 90 days of detailing a director, providing details such as the new location and estimated absence. An acting director must be appointed within 120 days, and the Secretary must provide regular updates to Congress on the detail's status. Unless an investigation is ongoing, a detailed director must either return to their original position or be permanently reassigned within 180 days, though a waiver for up to 540 days is possible with congressional notification. The entire Act, including these provisions, is set to sunset three years after its enactment.
