This legislation establishes new wilderness areas and expands existing ones within the Angeles National Forest in Southern California, adding approximately 28,871 acres to the National Wilderness Preservation System. Specifically, it designates the Condor Peak Wilderness (8,207 acres) and Yerba Buena Wilderness (6,694 acres), and incorporates additions into the existing San Gabriel Wilderness (2,032 acres) and Sheep Mountain Wilderness (11,938 acres). These areas will be administered by the Secretary of Agriculture in accordance with the Wilderness Act, with specific provisions for fire management, fish and wildlife protection, and the prohibition of buffer zones. The bill also designates several segments of Little Rock Creek and its tributaries, including Cooper Canyon Creek and Buckhorn Creek, as components of the National Wild and Scenic Rivers System, classifying them as wild, scenic, or recreational rivers. Furthermore, it mandates a study, to be completed within three years, for potential Wild and Scenic River designation of specific segments of the East Fork, North Fork, and West Fork San Gabriel River . This study will identify opportunities for partnership administration with local stakeholders. To support these designations, the legislation requires the preparation of detailed maps and legal descriptions for all new wilderness areas and updates to the Angeles National Forest's land and resource management plans. It ensures that members of Indian Tribes retain access to these protected areas for traditional cultural and religious purposes, allowing for temporary closures to protect privacy during such activities. Additionally, the bill authorizes the continued use of existing water facilities within the Pleasant View Ridge Wilderness under specific conditions, provided they were in use prior to designation and hold valid water rights.
