The "Vital Documents Access for Unaccompanied Homeless Youth Act of 2025" establishes an Interagency Task Force on Vital Documents Access for Unaccompanied Homeless Youth within 90 days of enactment. This task force aims to coordinate efforts and share best policies and practices to increase access to essential identity documents for youth experiencing homelessness without parental or guardian custody. Its membership includes the Commissioner of the Social Security Administration, the Secretaries of Housing and Urban Development and Health and Human Services, and representatives from State human services departments and national nonprofit organizations, with some members under 30 years old and having lived experience with youth homelessness. The Task Force is mandated to meet quarterly to assess progress, discuss implemented policies, identify challenges, and develop a framework for data collection on policy effectiveness. It will formulate and evaluate policies to improve vital document access for unaccompanied homeless youth, which can be implemented by Federal, State, and local agencies. The bill requires an initial report to Congress within one year, detailing challenges, legislative recommendations, and effective State and local policies, particularly concerning social security cards and access to various programs. A final report is due three years after establishment, assessing changes made, their effectiveness, and the merits of making the Task Force permanent before its termination.
