This bill directs the Secretary of Health and Human Services, in coordination with the National Institute of Mental Health, to conduct a comprehensive study on the mental, social, and developmental impacts of screen addiction among young men aged 12 to 25 in the United States. The study will specifically examine relationships between excessive screen use and increased rates of depression, anxiety, suicidality, violent tendencies, and social withdrawal , alongside impacts on emotional development, impulse control, academic performance, and the erosion of interpersonal relationships. Furthermore, it will analyze patterns of digital dependency, including compulsive use of gaming, streaming, and social media, and broader social effects such as disengagement from school and physical activity. The Secretary must consult with various experts and organizations, and submit a report to Congress and publish it online within 18 months, detailing findings and identifying subgroups most affected by excessive screen use.
