This bill mandates the Secretary of Defense to establish a collaborative program with academic institutions to enhance cybersecurity education . The program aims to develop curriculum standards, build cybersecurity competencies, promote community outreach, and integrate best practices to address educational needs in cyber. In implementing this program, the Secretary must consult with key federal agencies, including the National Security Agency, Cybersecurity and Infrastructure Security Agency, and National Institute of Standards and Technology, to ensure federal cyber education efforts are coordinated and non-conflicting. Consultations will also extend to private sector entities and other relevant organizations. The Secretary will designate academic institutions that meet established standards in cyber defense , cyber operations , and cyber research . These designations will be based on criteria such as academic requirements aligned with workforce frameworks, leadership in national cyber workforce development, and demonstrated commitment to implementing cyber best practices and seeking solutions to various governmental needs, including regional accreditation. Furthermore, the bill requires the identification of metrics and annual reporting to Congress to assess the program's effectiveness and the benefits provided to participants and the Department of Defense, compared to its costs. This legislation does not supersede existing federal agency authorities nor authorize additional appropriations.
