Climate Justice Grants Act

This bill, known as the Climate Justice Grants Act, mandates the Administrator of the Environmental Protection Agency to establish a grant program. This program aims to provide financial assistance to eligible entities , including Tribal governments, local governments, and non-profit, community-based organizations, to help them build capacity and carry out activities addressing climate justice concerns within environmental justice communities . To receive a grant, applicants must outline how their proposed projects will increase understanding of climate justice issues, improve community ability to address them, facilitate collaboration, and support proactive planning. Grant funds are specifically for culturally and linguistically appropriate projects driven by community needs, such as creating collaborative partnerships, educating communities on climate justice, and implementing solutions like community solar, energy efficiency, and climate resilient infrastructure. Individual grants are limited to $2,000,000 per recipient. The Administrator is required to submit annual reports to Congress and make them publicly available, detailing the program's effectiveness in addressing energy and climate justice. The bill authorizes an appropriation of $1,000,000,000 annually for fiscal years 2026 through 2035, with a maximum of 2 percent allocated for administrative expenses.
