This bill mandates that the Administrator of General Services (GSA) and the Director of the Federal Protective Service (FPS) develop and disseminate emergency communication guidance. This guidance is specifically for "life safety events" , defined as incidents requiring the deployment of first responders, that threaten federal buildings owned and operated by GSA and protected by FPS. The guidance must include best practices and protocols for informing building tenants about threats to the buildings or occupants, as well as instructions for safety practices in response to such threats or heightened risks. Each federal building's facility security committee, through its designated official, will be responsible for implementing this guidance. The GSA Administrator is also required to submit a report to Congress within 18 months detailing the best practices and protocols implemented under this Act.
