This bill directs the Secretary of Agriculture to provide crucial technical assistance and strengthen local capacity in geographically underserved and distressed areas, either directly or through cooperative agreements. The primary goal is to improve access to rural development programs for various local partners , including local governments, businesses, healthcare facilities, and nonprofit organizations, thereby empowering these communities. To ensure transparency and accountability, the Secretary must also publish annual reports detailing the impact of this assistance on the targeted areas. These "geographically underserved and distressed areas" are specifically defined as rural regions that are socially vulnerable, in persistent poverty counties, economically distressed, or lack adequate water, sewer, or housing services near the U.S.-Mexico border.
