The Airport Regulatory Relief Act of 2025 amends title 49, United States Code, to allow for the use of State highway specifications for airfield pavement construction and improvement at certain airports. This provision applies to projects at nonprimary airports that receive federal funding under specific subsections of the law. Such State highway standards may be used if the State provides notice to the Secretary of Transportation of its intent to do so, and if the Secretary determines that these specifications will not negatively affect safety . This flexibility is specifically for nonprimary airports serving aircraft that do not exceed 60,000 pounds gross weight .
