This bill, known as the Kid PROOF Act of 2025, amends the SUPPORT for Patients and Communities Act to significantly broaden the scope of grants aimed at addressing substance abuse. Its primary purpose is to explicitly include the prevention of suicide and overdose among children, adolescents, and young adults within the authorized uses of these federal grants. This expansion reflects a critical need to tackle both substance abuse and mental health crises affecting youth. The legislation expands the types of entities eligible to receive these grants, now including a wider array of healthcare agencies, children's hospitals, emergency departments, and specialists in pediatric and family medicine, as well as facilities serving Indian Health Service. These newly eligible entities, along with Indian tribes and tribal organizations, can use grant funds for interventions, with parental consent, to support prevention, treatment, and recovery from suicide or overdose. Such interventions specifically include providing counseling to parents on best practices and furnishing supplies to prevent the misuse of lethal means. Furthermore, the bill updates the authorization period for these grants, extending it from 2019-2023 to 2026 through 2030 , and allocates not less than $2,000,000 annually for specific grant categories.
