Return on Investment for Military Occupational Specialties Act

This bill directs the Secretary of each military department to submit a comprehensive briefing to the Committees on Armed Services of both the Senate and House of Representatives. This briefing, required within 180 days of enactment, focuses specifically on promotion opportunities for enlisted members within six critical military occupational specialties: Air traffic controller , Engineer , Intelligence analyst , Cyber , Linguistics , and Public affairs . For the three most recent promotion cycles, the briefing must detail several key elements. These include whether individuals can enlist directly into these specialties, if members are eligible for bonuses based on their MOS, and if a change in specialty is required for promotion to higher grades. Furthermore, the Secretaries must provide disaggregated data by grade for members in these specialties, covering the number eligible for and receiving promotions from E-6 through E-9, along with their average time in grade and time in service before promotion. The briefing also requires an analysis of any challenges to advancement within these specialized fields, offering Congress a detailed understanding of career progression in these vital military roles.
