Baby Changing in Health Centers Act

This legislation amends the Public Health Service Act to require certain health centers to install baby changing tables in their restrooms as a condition for receiving federal grants. Health centers must provide assurances that these tables are physically safe, sanitary, and appropriate for use. Importantly, grant funds received under this section can be utilized to cover the costs associated with acquiring and installing these baby changing tables and necessary signage. The bill outlines several exceptions to this requirement, including restrooms not accessible for public use, or those with clear and conspicuous signs indicating the location of another changing table within the facility. An exception also applies if new construction for installation is deemed unfeasible. The Secretary of Health and Human Services is authorized to grant extensions or waivers for compliance under extenuating circumstances, and an additional $5,000,000 is authorized to assist health centers in meeting these new standards. The requirements apply immediately to newly constructed or substantially renovated facilities, and within five years for all other existing facilities.
