This bill mandates the Secretary of Housing and Urban Development (HUD) to issue federal guidelines within 18 months for point-access block residential buildings . These guidelines will offer model code language, best practices, and technical guidance to assist states, territories, Tribes, and localities in permitting these structures. When developing these guidelines, HUD must consider various factors including fire safety , construction costs, impacts on housing affordability , flexibility for diverse consumer needs, and examples from jurisdictions that have adopted single-stair codes. The Secretary is also required to coordinate with the International Code Council to encourage the incorporation of provisions about point-access block buildings into the International Building Code. Furthermore, the bill authorizes HUD to award competitive grants to eligible entities for pilot projects evaluating the safety, feasibility, or cost-effectiveness of these buildings. Importantly, these federal guidelines are not intended to preempt existing State or local building codes. A point-access block building is defined as a residential structure up to five stories high, where a single internal stairway provides access and egress for all dwelling units.
