The Information Quality Assurance Act of 2025 aims to enhance the reliability of federal agency decision-making by ensuring the use of high-quality information. It directs the Director of the Office of Management and Budget (OMB) to update existing guidelines under the Information Quality Act within one year. These updated guidelines will provide policy and procedural guidance to federal agencies for maximizing the quality, objectivity, utility, and integrity of “influential information or evidence” used in developing or issuing rules and guidance, or disseminated to the public. Following OMB's update, federal agencies must revise their own guidelines to ensure they rely on the best reasonably available information and evidence that is fit-for-purpose for influential information. Agencies are also required to publish these updated guidelines and maintain administrative mechanisms for the public to seek correction of non-compliant influential information. Furthermore, agencies must include details of complaints regarding the accuracy of influential information in their reports. The bill also mandates public disclosure of information underpinning agency actions. OMB must issue guidance requiring agencies to make critical factual material and citations to other sources, including public comments, available in rulemaking dockets or administrative records for guidance. This information should be accessible as soon as reasonably possible, ideally before or at the time a rule is promulgated or guidance is issued, and agencies must provide an opportunity for public comment on this material during notice and comment processes. Exceptions to public disclosure are permitted to ensure consistency with existing laws, such as the Freedom of Information Act and intellectual property rights, and to consider costs. If critical factual material is not disclosed, agencies must provide an explanation and describe steps being taken to increase access. Where possible, critical factual material must be made available as an open Government data asset , otherwise, public access should be maximized through citation or description.
