This legislation establishes a new entitlement for paid leave for federal employees whose spouses are members of the uniformed services or the Foreign Service. These employees will receive at least 40 hours of paid leave when their spouse is subject to a permanent change of station (PCS). Agencies may also grant additional leave as deemed appropriate, and this benefit applies proportionally to part-time or uncommon tours of duty. The paid leave is specifically designated for activities directly related to facilitating the employee's move to the new geographic location where their spouse will be assigned. It is provided in addition to any other leave an employee may have and can be used intermittently or on a reduced schedule, but no later than one month after the move. Employees must provide proof of their spouse's PCS, and the leave cannot be converted to a cash payment or accumulated for future use.
