This bill seeks to amend the Immigration and Nationality Act to substantially increase the number of available H-1B nonimmigrant visas by doubling the annual cap from 65,000 to 130,000 and eliminating the 20,000 exemption limit for U.S. master's degree holders. It also revises the thresholds for defining H-1B-dependent employers , allowing companies to employ more H-1B workers before facing stricter regulations. Additionally, the legislation establishes a Promoting American Ingenuity Grant Program , authorizing the Secretary of Education to award competitive grants to States. These grants are designed to strengthen elementary and secondary education in science, mathematics, engineering, and technology (STEM) fields, support the retention of STEM teachers, and assist higher education institutions in educating STEM students. The program is authorized for $25,000,000 annually from fiscal years 2026 through 2030 to achieve these educational goals.
