Modular Housing Production Act

The Secretary must also pinpoint administrative measures to enhance program utilization for these developers, ultimately seeking to reduce or eliminate identified barriers. Following this review, the Secretary is required to publish a report detailing the findings and recommending specific programmatic and policy changes. Within 120 days of the report, a rulemaking process must be initiated to examine an alternative draw schedule for both modular and manufactured home developers, allowing for robust public comment. Additionally, the bill authorizes the Secretary to award a grant to study the design and feasibility of a standardized uniform commercial code for modular homes, evaluating its utility for streamlining processes and coordinating with financing incentives.
