This bill seeks to enhance career opportunities for current and former foster youth by codifying directives from an Executive Order. Furthermore, the legislation amends the John H. Chafee Foster Care Program for Successful Transition to Adulthood to increase the flexibility of Education and Training Vouchers (ETVs) . This change allows ETVs to be utilized for short-term, career-focused, credential-granting programs, such as registered apprenticeships and certificate programs, providing more rapid employment pathways for youth exiting foster care.
