This bill amends the National Security Act of 1947 to establish new federal penalties for unauthorized access to intelligence community property. It makes it unlawful for any person, within U.S. jurisdiction, to access property that is under the jurisdiction of an intelligence community element and has been clearly marked as closed or restricted. The legislation establishes a tiered penalty structure for violations. A first offense can result in a fine, imprisonment for up to 180 days, or both. Subsequent offenses carry progressively harsher penalties, with a second offense punishable by up to 3 years imprisonment and a third or subsequent offense by up to 10 years imprisonment, in addition to fines.
