Specifically, the Secretary of Commerce is prohibited from terminating such a contract unless two key conditions are met. First, a comprehensive plan must be developed to guarantee the uninterrupted storage of the data set, including a seamless transition to an alternative cloud service provider. Second, the Secretary must collaborate with the Administrator of NOAA to ensure the continuous protection of these vital data sets throughout the transition process, thereby preventing any loss or disruption of access.
