This legislation, titled the "Regional Leadership in Wildland Fire Research Act of 2025," directs the Secretaries of Agriculture and the Interior to establish regional wildland fire research centers through a competitive selection process. They are mandated to select not fewer than eight institutions of higher education or land-grant universities, with a pilot program for at least two centers to be established promptly, and the remainder within two years. Selection prioritizes institutions with existing wildland fire research programs, federal partnerships, or those designated as minority-serving institutions, ensuring at least one center in each of eight specified U.S. regions. Each regional center will coordinate research, improve the understanding of wildland fire, and develop advanced technologies. This includes creating models to predict fire behavior, spread, and smoke impact, as well as tools for safe land management and post-fire risk assessment. Centers are also tasked with developing career pathway training programs, implementing data management protocols following FAIR principles (findability, accessibility, interoperability, and reusability), and providing training for prescribed fire implementation. To ensure national oversight and collaboration, the bill establishes a National Center Coordination Board , composed of representatives from each regional center and co-chaired by the Administrator and Chief. This Board will set wildland fire science priorities, coordinate data collection efforts, and prevent duplication of research among various entities. A key duty of the Board is to support the adoption of new technologies and research findings by wildland fire management agencies. Additionally, each regional center will have a Regional Advisory Board , comprising representatives from federal and state land management agencies, Indian Tribes, and operational experts. These boards will ensure research coordination, communicate operational needs to the centers and the National Board, and assist in disseminating research outputs. Both the National Board and Regional Advisory Boards are required to meet quarterly, with the National Board also holding annual public meetings to solicit stakeholder input. The Secretaries, in consultation with the National Board, are required to submit reports to Congress every two and four years detailing the progress of the regional centers and offering recommendations for improving wildland fire research. The bill authorizes significant appropriations for the regional centers, starting at $60,000,000 for fiscal year 2026 and increasing annually through 2030, with an additional $1,000,000 annually for the National Board. These funds can be used for construction and equipment, and Federal science agencies may transfer additional amounts for research purposes.
