Communities Before Air Tourism Act

This bill aims to modify existing federal law pertaining to commercial air tour operations conducted over national parks. Specifically, it amends section 40128(b)(7) of title 49, United States Code, to enhance protections for local populations. The legislation mandates that any voluntary agreement regarding these air tour operations must now explicitly consider the well-being of communities overflown by the aircraft. Furthermore, it expands the scope of entities that must be consulted during the agreement process to include "any community whose lands are, or may be," affected by such operations, alongside existing requirements for Indian tribes.
