This list, primarily unclassified and published in the Federal Register, includes provisions for classified annexes under specific national security conditions. Foreign persons identified on this list will be deemed inadmissible to the United States , ineligible for visas, and will have any existing visas revoked. The President retains the authority to waive sanctions for vital national security interests or remove individuals from the list if new credible information emerges, they face appropriate prosecution, or demonstrate a significant change in behavior. The legislation also outlines processes for public submission of information regarding potential violators and requires the President to consider requests from congressional committee leadership. Beyond sanctions, the bill enhances global monitoring and reporting on LGBTQI human rights. It directs the Assistant Secretary of State for Democracy, Human Rights, and Labor to designate an officer responsible for tracking violence, criminalization, and restrictions on fundamental freedoms for LGBTQI individuals in foreign countries. Additionally, the Foreign Assistance Act of 1961 is amended to ensure that annual country human rights reports include detailed information on violence and discrimination affecting the fundamental freedoms of LGBTQI persons.
