This bill mandates the Secretary of Defense to establish a pilot program aimed at improving military families' access to essential diapering supplies. The program will foster partnerships between military installations and specific covered basic needs banks to distribute diapers and related items to families in need. A "covered basic needs bank" is defined as a nonprofit entity that distributes diapers and other necessities at no cost, is a member of the National Diaper Bank Network, and has at least five years of experience in diaper distribution. The Secretary is also directed to seek an agreement with the National Diaper Bank Network to provide technical assistance to these banks and evaluate the overall effectiveness of the pilot program.
