This bill directs the Secretary of Energy to develop a comprehensive National Electric Vehicle Bidirectional Charging Roadmap within 12 months. The roadmap will outline a timeline, strategies, and obstacles for increasing bidirectional charging, alongside key actions for Congress and cost estimates for various implementation paces. Furthermore, the Secretary of Energy must issue regulations within two years to establish technical standards for manufacturers to standardize this technology. These regulations will mandate that all new electric vehicles, including light-duty and school buses, manufactured from model year 2029 onward, be capable of bidirectional charging, with potential exemptions. Non-compliance with these regulations will incur significant civil penalties , up to $21,000 per violation. Finally, the legislation requires the Federal Emergency Management Agency (FEMA) to integrate bidirectional charging capabilities into state and local hazard mitigation plans, enhancing disaster preparedness and response.
