The Newborns Essentials Support Toolkit Act, or NEST Act, proposes to amend Title V of the Social Security Act to include the purchase, acquisition, and distribution of newborn supply kits as a special project of regional and national significance. This initiative aims to support new mothers and their infants by providing essential goods for postpartum recovery and newborn care. Each newborn supply kit is comprehensively defined to include items such as diapers, wipes, blankets, and thermometers for infants, alongside postpartum pads, breastfeeding supplies, and a blood pressure monitor for mothers. The kits also provide crucial information on maternal mental health, breastfeeding, federal support programs, and evidence-based health practices. For fiscal years 2026 through 2030, the bill authorizes the Secretary to reserve up to $5,000,000 annually to fund this program. The Secretary will award grants or cooperative agreements to non-profit entities with a multi-state presence, including community-based organizations, Federally qualified health centers, Tribal organizations, and birthing hospitals, to facilitate the procurement and distribution of these kits. Distribution efforts are mandated to prioritize geographic areas with the greatest need , such as maternity care deserts, rural communities, and regions with high maternal mortality rates. Additionally, priority will be given to mothers or newborn infants whose family income does not exceed 185 percent of the federal poverty line, ensuring support reaches vulnerable populations. The legislation also requires the Secretary to submit two reports to Congress: an initial progress report one year after the first grant award, detailing mothers served and regions covered, and a final report after fiscal year 2030 assessing the program's impact on maternal and infant health outcomes.
