The Elijah E. Cummings Family Asthma Act amends the Public Health Service Act to significantly enhance asthma-related activities conducted by the Centers for Disease Control and Prevention (CDC). It directs the CDC, in collaboration with state and local health departments, to provide public information and education on asthma, focusing on deterring harmful consequences and disseminating management strategies. A key provision requires the development of State strategic plans for asthma control within one year, specifically addressing disproportionately affected populations. The bill mandates comprehensive asthma surveillance activities , including collecting data on prevalence, severity, intervention effectiveness, and quality of management, while ensuring data privacy and comparability. The CDC must annually publish disaggregated data on childhood and adult asthma prevalence, mortality rates, and hospital and emergency department visits. Furthermore, it requires the modernization of surveillance systems for real-time data exchange and timely trend reporting, and calls for regular reports to Congress detailing Federal and other entities' activities, progress towards Healthy People 2030 goals, and recommendations for future asthma initiatives. To carry out these provisions, the bill authorizes an appropriation of $70,000,000 for fiscal years 2025 through 2029.
