The "Convening Operations Assistance for Childcare Heroes Act," or COACH Act, amends the Small Business Act to address the unique needs of small businesses providing child care services. It mandates that the Administrator of the Small Business Administration (SBA) publish and periodically update a comprehensive resource guide specifically tailored for these providers. This guide must be published within one year of enactment and updated at least every five years, covering various business models. The resource guide will offer guidance on crucial aspects of running a child care business, including operations , finances , regulatory compliance , training and safety , and quality standards , such as eligibility for Child Care and Development Block Grant funding. Before publication, the SBA Administrator must consult with the Secretary of Health and Human Services, representatives from Child Care and Development Block Grant lead agencies, and local child care resource and referral organizations. To ensure broad accessibility, the guide will be published in English and the 10 most commonly spoken non-English languages, including Mandarin, Cantonese, Japanese, and Korean, and made available on a publicly accessible website. Furthermore, it will be distributed through SBA offices, Women's business centers, small business development centers, SCORE chapters, and Veteran Business Outreach Centers.
