The Strengthening Transparent Reporting to Improve Veteran Equality Act of 2025, or the STRIVE Act of 2025 , aims to identify and address racial, ethnic, and gender disparities in the receipt of disability benefits administered by the Secretary of Veterans Affairs. The bill highlights findings indicating that Black service members are more likely to face administrative actions affecting benefit eligibility, and that Black, non-Hispanic applicants experience lower approval rates for VA disability benefits compared to other groups. It also notes that female veterans are less likely to apply for these benefits. To address these issues, the bill directs the Comptroller General of the United States to submit a report within 180 days. This report must include 15 years of statistics on discharge characterization and review processes, disaggregated by race, ethnicity, and gender, and analyze their relationship to disability benefit applications and denials. The Comptroller General must also determine if disparities exist in discharge review outcomes and their connection to benefit disparities. Additionally, the Secretary of Veterans Affairs is required to submit an initial report within 365 days. This report must describe actions taken to improve data collection, identify significant causes of racial, ethnic, or gender disparities in disability benefits, and outline a three-year plan to address these causes. The Secretary must then implement this plan and provide annual public reports summarizing progress. Ultimately, the STRIVE Act seeks to ensure that all former members of the Armed Forces receive equitable access to the benefits they have earned through transparent data collection, thorough analysis, and targeted corrective actions.
